In December 2015, Congress passed the transportation reauthorization bill, H.R. 22, which included language authorizing HUD to create a Pay for Success demonstration program for its assisted multifamily housing. HUD has submitted its implementation plan for the program to Congress. Up to 20,000 assisted multifamily units can receive energy and water retrofits through the program under performance based agreements that HUD will execute in fiscal years 2016 through 2019. Properties in HUD’s Section 8 project-based rental assistance, Section 202 and Section 811 programs are eligible.
