On Aug. 26, HUD issued a notice allowing private owners of multifamily properties under Section 8 contracts to offer Family Self-Sufficiency (FSS) programs to their residents. Owners can use funding from residual receipt accounts to hire service coordinators. FSS provides incentives and supports to help families in assisted housing increase their earned income and move towards economic independence. The participation of multifamily assisted housing in FSS was first authorized by Congress in the Appropriations Act of 2015, which NHC supported. NHC also produced a research brief on how FSS programs can be strengthened.
