On Jan. 23, HUD issued a draft operations notice on expanding the Moving to Work (MTW) program, and is seeking public comment on the implementation of the expansion. MTW designation grants public housing agencies (PHAs) exemptions from some public housing and voucher rules; it allows greater flexibility when using federal funds. The FY 2016 Appropriations Act authorized HUD to add an additional 100 PHAs over the next seven years. Currently 39 PHAs are designated as MTW agencies. HUD will issue an MTW demonstration program expansion application to solicit applications for the first cohort of new PHAs. Comments on the draft notice are due March 24.
