On Jan. 19, HUD published the "Streamlining Administrative Regulations for Multifamily Housing Programs and Implementing Family Income Reviews under the Fixing America’s Surface Transportation Act (FAST) Act" interim final rule. Because of a backlog at the Office of Management and Budget, the interim final rule has not been published in the Federal Register yet. Once published, the rule will have a 30-day comment period and 90-day effective date. This interim final rule will allow families with fixed incomes to complete income recertifications every three years, instead of annually. If less than 90 percent of the family’s unadjusted income comes from fixed income sources, PHAs and owners must still complete an annual income recertification. HUD will also release guidance on implementing the rule.
