HUD’s Office of Community Planning and Development (CPD) issued Notice CPD-17-6 to encourage CPD formula grantees to do comprehensive pre-disaster planning to ensure jurisdictions are prepared to use CPD funds for immediate disaster response and recovery. The Notice provides guidance on using CPD formula grant funds for disaster-related activities and warns against duplicating assistance provided by the Federal Emergency Management Agency and the Small Business Administration. It also warns against duplicating assistance that insurance might provide and explains how the different formula grant programs can be used to address post-disaster needs and which CPD regulations were most frequently waived during previous disasters.
