FY 2018 Omnibus Spending Bill Presents Opportunity to Strengthen the Housing Credit

The House of Representatives is preparing to release the text of its fiscal year (FY) 2018 appropriations omnibus bill later today. The omnibus package may include provisions to strengthen the Low-Income Housing Tax Credit (Housing Credit), taken from the Affordable Housing Credit Improvement Act (S. 548 and H.R. 1661). Outreach over the coming hours as this deal is finalized will be critical to ensure that these provisions make it into one of the last must-pass pieces of legislation this year. Additionally, Transportation, Housing, and Urban Development (THUD) leadership has indicated the increased spending caps from last month’s budget deal will allow for favorable funding in FY 2018, although topline funding levels for the THUD bill have not yet been made public. Both the House and Senate must pass the omnibus spending package by March 23 when the current Continuing Resolution (CR) expires.
