The U.S. Department of Agriculture (USDA) announced April 19 that Joel Baxley will serve as Rural Housing Service Administrator. Baxley has 23 years of real estate finance experience, including 13 years providing valuations of complex property types. He most recently served as consulting services director and senior real estate technical consultant with RSM US LLP’s Financial Advisory Services. He holds advanced degrees from the University of Alabama and the University of Oxford.
Assistant to the Secretary for Rural Development Anne Hazlett issued a statement that read in part: "Adding Joel Baxley to the team will help us be a better partner to rural communities building their futures. Joel is an expert in financial management, has deep knowledge of Rural Development’s housing programs and portfolio, and possesses an eye for innovation, which is essential to driving change and creating opportunities in our rural communities."
NCSHA will be meeting soon with the new administrator to communicate state HFAs’ commitment to rural housing and the importance of Section 502 Single-Family, Section 515 Multifamily, Section 521 Rental Assistance, and Section 542 Rural Voucher Assistance programs, all of which received funding increases in the FY 2018 omnibus appropriations bill.
