Rep. Scott Peters D-CA), who co-chairs the New Democrat Coalition Housing Task Force, has introduced companion legislation to Senator Kamala Harris’ (D-CA) Rent Relief Act of 2018 (H.R. 6671/S. 3250). The bill would create a refundable tax credit for individuals who live in rental housing and pay more than 30 percent of their gross income for the taxable year on their housing and utilities. Individuals in government-subsidized rental housing would be able to claim the value of one month’s rent as a refundable tax credit.
