AHCIA Cosponsor Update

In the just over four months since the AHCIA was introduced, almost a third of lawmakers in the House – 137 total cosponsors – have signed on to the bill, including 69 percent of the House Ways and Means Committee. The identical Senate bill currently has 19 cosponsors, including nine Republicans, nine Democrats, and one Independent, with 43 percent of the Senate Finance Committee signed on in support. Fall Legislative Forecast and ACTION Advocacy Strategy

Congressional tax writers and leaders in both chambers are currently considering the possibility of advancing a tax package before the end of the year, and we are focused on doing everything in our power to make sure that AHCIA is part of that package. However, time is limited and we need your help.

If leaders are able to agree to a tax bill, it would have to advance with must-pass Fiscal Year (FY) 2020 spending legislation. The government is currently funded through November 21 under a Continuing Resolution (CR) extending funding at FY 2019 levels. In order to avoid a government shutdown after that date, lawmakers will need to either pass final spending bills or another CR, allowing for more time for negotiation of final FY 2020 appropriations. This means that if a tax bill moves, it must be ready in advance of any action on spending.

Here’s how you can help…

  1. Reach out to cosponsors and ask them to tell their leadership, including tax Committee leadership, that advancing the Affordable Housing Credit Improvement Act is a priority for them. Member-to-member contact to convey support for the bill is critical to ensuring its inclusion in a tax package. Find out if your members of Congress have cosponsored the AHCIA using ACTION’s updated cosponsor list.
  2. Help us with a big push to bulk up our cosponsorship numbers. The more members we have, the better positioned we are to advance the bill.

New Democrat Coalition Endorses AHCIA

On October 18, the New Democrat Coalition (NDC) endorsed four pieces of housing legislation including the Affordable Housing Credit Improvement Act. The NDC is comprised of 104 Democratic members of the House of Representatives who are committed to “pro-economic growth, pro-innovation, and fiscally responsible” policies. Presidential Candidate Michael Bennet Releases Housing Plan Including AHCIA Proposals

On October 10, Senator Michael Bennet released a housing plan as part of his presidential campaign that calls for expanding the Housing Credit. This is first of presidential campaign plan that specifically calls for the reforms proposed in the Affordable Housing Credit Improvement Act.

"Expand the Low-Income Housing Tax Credit (LIHTC): The Bennet Administration will reform LIHTC by increasing allocations for states by 50%, adjusting the minimum credit rate, increasing incentives to target vulnerable communities, preventing NIMBYism from blocking affordable housing, and increasing housing in areas near good jobs, good schools, and transit. We will prioritize developments that provide for permanent affordability so that investments made in affordable housing by the federal government today will remain affordable for generations. This will create an estimated 550,000 additional, affordable units over the next decade."
