On December 18, Senators Chris Van Hollen (D-MD) and Todd Young (R-IN) introduced the Family Stability and Opportunity Vouchers Act of 2019 ( S.3038). The legislation would authorize 500,000 total housing vouchers in 2020 through 2024 – or 100,000 per fiscal year – for low-income families with young children. Families eligible for the voucher include low-income pregnant women and families with children under the age of six who are experiencing homelessness, are unstably housed, living in an area of concentrated poverty, or who are at risk of needing to move from an area where children currently have access to quality healthcare, education, and food security. Families receiving the voucher would have the option to participate in mobility-related services such as counseling.
