Amid the affordable housing shortage and eviction crisis, understanding small-scale landlords’ role in the housing market is more important than ever. This study interviewed small-scale landlords in Philadelphia to understand how they negotiate with tenants who are delinquent on rent or violating other terms of their lease. Authors found most small-scale landlords use formal eviction as a last resort and instead employ several strategies to avoid losing tenants.
