The Tulsa Housing Authority (THA) has released an updated Request for Proposals for Project Based Vouchers:

Under the Project Based Voucher program, HUD allows Housing Authorities to attach vouchers to specific to housing units. Landlords can enter into a Housing Assistance Payment (HAP) contract with THA to attach vouchers to existing, rehabilitated and/or newly constructed rental housing units for a specified period of time through the Project Based Voucher Program. In contrast to the Section 8 Housing Choice Voucher program, a housing subsidy through the Project Based Voucher Program will remain connected to the unit after a tenant vacates the unit.
