2024 Board of Directors


Lisa Edwards Albers is the Senior Vice President for BOK Financial (BOKF), Community Development Banking.  BOKF is a $31 billion regional financial   services company based in Tulsa, Oklahoma.  She has primary corporate wide responsibility for community development lending, which provides financial products that support the development and revitalization of quality affordable housing throughout the BOKF footprint communities.  Areas of expertise include construction and permanent financing for both single family and multifamily affordable housing projects, New Markets Tax Credit financing and commercial lending to non-profits and other businesses that promote economic development to the communities in which we serve.  Lisa holds a   Bachelor of Science degree from Oklahoma State University and a master's in business administration from The University of Tulsa. She also serves on the Board of Directors of the Child Abuse Network Board and the Tulsa Children’s Museum. 



Owen S. “Chip” Ard serves as an Executive Vice President of JLL’s Valuation & Advisory Services (VAS) in the South Central Region of The United States. Actively engaged in real estate valuation and consulting assignments since 1984, he has performed appraisal services consisting of narrative and summary real estate appraisals, ad valorem tax protests, consulting, litigation support services, market and feasibility studies, reviews, market study analyses and appraisals in connection with allocation of state and federal tax credits. Chip also has extensive experience in estate and partial interest valuation as well as condemnation purposes for public agencies. Clients served include corporations, law firms, financial institutions, investment firms and public/private agencies. He is a member of the Appraisal Institute and is a certified general Real Estate Appraiser in OK, KS, MO, TX and AR.

Kelly Berger earned a Bachelor of Arts degree in Sociology and Human Services from the University of Central Oklahoma and a Master of Social Work degree from the University of Oklahoma. Mr. Berger holds certifications in SafeCare Education, Motivational Interviewing, and Youth Mental Health First Aid. Since 2010, Mr. Berger has served court-involved youth as the volunteer coordinator for the S.E.E.D.S Program. In 2014, Mr. Berger entered the field of community-based social work as a Family Preservation Specialist at NorthCare, before accepting a position as an Oklahoma Children’s Services Treatment Supervisor for the same Community Behavioral Health Center. Mr. Berger is currently the Director of Family Support for Positive Tomorrows, specializing in strengths-based interventions to assist families experiencing homelessness.



Andrea Frymire is Vice President of the Southern Region for Midwest Housing Equity Group.  She is a founding organizer, inaugural President, and current Board Member of the Oklahoma Coalition for Affordable Housing.  She serves as the Oklahoma liaison to the Coalition of Independent State Housing Associations.  She currently represents the affordable housing industry on the Board of Directors for the Oklahoma Association of REALTORS® and has served on their Fair Opportunity in Housing Committee. At the national level, she has represented the affordable housing industry for the National Association of REALTORS® Federal Financing & Housing Policy Committee, the Public Policy Coordinating Committee, and the Federal Taxation Committee.  Andrea is chair of the Regional Housing Forums – a consortium of organizations that includes the Federal Reserve Bank of Kansas City – OKC Branch and the FDIC – that promotes awareness, advocacy, and training on housing issues for attorneys, housing providers, social workers, lending institutions and real estate professionals affecting low to moderate-income households.  In 2018 she is serving as an education liaison for the 2018 Oklahoma Fair Housing & Health Equity Seminars which will provide regional training on fair housing, accessibility, and health equity issues.  She has also served on the Section 42 Housing Work Group for the Association of County Commissioners of Oklahoma.



Beth Glasgow completed her interior design degree at Brooks College of Design in Long Beach California. She then worked as an intern with MVA Architects, where she focused on commercial tenant improvement projects. Challenged to advance in the field of design, she returned to school to complete her Bachelor of Architecture at the University of Oklahoma, where she graduated at the top of her class in 2003. Beth spent six years with Miles Associates as an architectural intern and project coordinator where she gained valuable experience. In 2006, she relocated to southern Oklahoma to manage her former husband’s construction company while he was deployed overseas. In 2009, Beth became a Registered Architect and established Southern Design Group, LLC (now referred to as SDG Architects) in Ardmore, Oklahoma to return to her commercial design background. In 2015, Governor Mary Fallin appointed Beth to the Board of Governors of the Licensed Architects, Landscape Architects and Registered Interior Designers of Oklahoma. She also serves on the University of Oklahoma Division of Architecture’s Professional Advisory Board and the Ardmore Historic Preservation Board.


Tom was born in 1969 to Bartlesville natives Carolyn and Art Gorman. He has one brother John. Tom graduated from Bartlesville High School and attained a Business Finance degree from Westminster College in Fulton Missouri. After a brief stint with Midland Bank in Kansas City, he returned to Oklahoma in 1994 to work for his father at Gorman Management Company. Tom is now the President of Gorman Management Company, which currently manages over 3,500 units of apartments in Oklahoma. Tom married Jana Riggs in 1996 and they have three children ages 21, 18, and 15. Tom has been involved in numerous civic organizations including the United Way, Bluestem Therapeutic Horseback Riding, and Leadership Bartlesville Class VII. He has also been involved in the Bartlesville Regional Chamber of Commerce, most recently as its Chairman, and various volunteer positions within the City of Bartlesville ranging from Chair of the Board of Adjustment, Water Resources Committee, Council Member, and Mayor.




Jim Rice is a seasoned professional with a Bachelor of Science in Business Administration/Accounting and certifications including CPA and HCCP. Over the years, I've dedicated my career to affordable housing, serving as President/Owner of Arzon Development Company, LLC, where I manage 25 apartment communities in Oklahoma. Additionally, as Senior Asset Manager at Green Companies Development Group, Inc., I oversee over one hundred affordable housing developments in Oklahoma and Texas. With a background in accounting and compliance, I've been instrumental in preserving and developing affordable housing opportunities, recognized for my leadership in industry organizations such as the Oklahoma Coalition for Affordable Housing and the Affordable Housing Providers of Oklahoma.


Tom Schaefer is a senior vice president on the syndication team and is responsible for leading the underwriting and asset management functions of the group. His career has covered a wide range of responsibilities, including underwriting, lending and investing in both federal and state tax credits. Prior to joining Advantage Capital, Tom was a SVP – Market Credit Officer with Busey Bank, where his duties included managing a team of underwriters and analysts, making loans collateralized by tax credits and managing the Bank’s Federal Tax Credit Investment portfolio.  Prior to Busey’s acquisition of Pulaski Bank, Tom was responsible for underwriting all tax credit transactions for Pulaski. Tom received his bachelor’s degree in finance and accounting from University of Dayton and holds an MBA from Washington University.




Smith is a Key Principal of Belmont and joined the organization in 2007. Smith’s primary focus involves overseeing BDC activities and working closely with financial partners to secure financing for Belmont’s developments.  Prior to joining Belmont, Smith owned and operated a consulting business and was employed by the Oklahoma Housing Finance Agency.  Smith is a graduate of Oklahoma State University with a BS in Business Finance and received his MBA from the University of Central Oklahoma.



Sara Tirrell earned her Bachelor of Business Administration from the University of Oklahoma. She currently serves as the Director of Vintage Housing. In this role she assists in the development of new housing facilities, monitors project compliance with all funding contract requirements during construction and operation and reviews financial reports and budgets for each facility. She also attends Vintage Housing Board and Finance Committee meetings. She has nine years of experience as an Analyst with JLL where she developed affordable housing market studies for proposed Low Income Housing Tax Credit projects. She previously served on the Steering Committee of the Oklahoma Coalition for Affordable Housing and on the inaugural Board of Directors.



Melody Townsend is the Director of Development of LW Development, LLC (LWD), a full-service residential developer specializing in affordable housing across the state of Oklahoma. After raising two daughters, Melody returned to college and received a BA in Business Management from the University of Oklahoma. Upon graduation she joined LWD specifically to develop affordable housing. Since joining LWD in 2011, she is proud to have been involved in the funding of more than 20 Low Income Housing Tax Credit (LIHTC) developments including consulting for at least three other developers in the state.  Melody served on the organizing committee for the Oklahoma Coalition for Affordable Housing and has served annually on various other committees.
