HB 4305

Topic: Property Tax Reform
OCAH Position: Support
Current Status: Approved by the House; expected to be heard by the Senate next

Full Description:
HB 4305 is OCAH’s ad valorem bill and is intended to clarify how affordable housing properties are valued for property tax purposes. OCAH supports the bill with changes because an appropriate and consistent valuation method is important to protecting affordability and long-term project feasibility.

OCAH continues to work through concerns related to older LIHTC properties, rehabs and resyndications, the interaction with the 5% cap, and subjectivity around cap rate assumptions. The bill remains a top advocacy priority.

SB 2018

Topic: Ad Valorem Valuation
OCAH Position: Oppose Unless Amended
Current Status:  Passed Senate (31–11); ready for consideration in the House

Full Description:
SB 2018 would change how multifamily properties are valued for ad valorem purposes. OCAH and coalition partners remain concerned that, if left unchanged, the bill could create serious risk for affordable housing and naturally affordable multifamily housing.

Because of those concerns, OCAH opposes the bill unless meaningful changes are made. Discussions are ongoing, but the coalition’s focus remains on reducing risk to affordable housing.

SB 647

Topic: Zoning & Land Use
OCAH Position: Monitor
Current Status: Passed committee but not expected to advance

Full Description:
SB 647 addresses zoning and land use decision-making. The bill would limit NIMBY influence by requiring fact-based zoning decisions tied to health, safety, and general welfare, rather than opposition based only on attendance at public meetings.

OCAH is continuing to monitor the bill, though it is not currently expected to advance.

Full Description:

HB 4203 directs the development and adoption of updated building code standards to allow certain multi-family residential buildings—up to four stories in height—to be constructed with a single exit.

Current building codes often require multiple stairwells for buildings of this size, which can increase construction costs and limit design flexibility. By allowing single-exit configurations under specific safety guidelines, this bill aims to reduce development costs, improve building efficiency, and support the creation of more attainable housing options.

The bill aligns Oklahoma with emerging national best practices that encourage innovative design while maintaining life safety standards, ultimately helping expand housing supply—particularly in urban and infill areas where space and cost constraints are significant.
