OKLAHOMA LEGISLATIVE SESSION UPDATE
Last Monday, Governor Stitt delivered his seventh State of the State Address, marking the start of the first session of the 60th Legislature. Approximately 3,200 bills were filed this legislative session and the first week saw a flurry of House policy committee activity, while the Senate opted for Appropriations Committee hearings on the budget. In the SOS speech, Governor Stitt laid out a highly ambitious fiscal plan, centered on his “half and a path” plan to cut the state income tax by 0.5% with a path to zero over time but also coupled with a plan to save an additional $1 billion to add to the $3B currently in state savings coffers. While the final revenue certification by the State Board of Equalization will be held in their Feb 14th meeting, the Senate leadership has been told to expect a need to tap the state savings to the tune of $300 million. The Governor also announced the creation of the Division of Government Efficiency (DOGE) within the Office of Management and Enterprise Services to maintain a focus on flat budgets and limit government spending. Governor Stitt's proposed executive budget includes no funding increases for state agencies. This fiscal debate over tax cuts, savings, and spending will be central this session as the Governor, Senate, and House negotiate policy and the state’s budget with a revenue shortfall looming.
