    The Oklahoma Coalition for Affordable Housing (OCAH) is advancing an important legislative initiative for the 2026 Oklahoma legislative session aimed at strengthening the long-term sustainability of affordable housing across the state.

    OCAH has retained experienced Oklahoma lobbyist Keili McEwen to advance legislation requiring county tax assessors to use the income approach when valuing properties developed with affordable housing tax credits. This change would better reflect the operating realities of affordable housing communities and help reduce unnecessary property tax burdens.

    Why This Matters

    Affordable housing developments operate under rent restrictions that limit revenue in order to keep housing attainable for Oklahoma families, seniors, and workforce households. When valuation methods do not reflect these restrictions, properties can face higher tax assessments than their financial structure supports.

    This legislation would:

    • Reduce long-term property tax burdens

    • Create consistency in valuation practices across counties

    • Improve financial predictability for owners and investors

    • Support the preservation and development of affordable housing statewide

    Supporting Proactive Housing Policy

    Developing and advancing legislation requires dedicated expertise and coordinated advocacy. While OCAH membership dues support ongoing legislative engagement, this proactive initiative requires additional investment.

    OCAH is working to raise $40,000 to support this effort and ensure the affordable housing industry maintains a strong, unified voice during the 2026 legislative session.

    he Oklahoma Coalition for Affordable Housing is excited to announce that registration is now open for Affordable Housing Day at the Capitol, taking place March 31, 2026 at the Oklahoma State Capitol.

    This annual advocacy event brings together housing professionals, developers, service providers, community leaders, and partners from across the state to meet directly with legislators and discuss the policies shaping the future of housing in Oklahoma.

    A Day of Advocacy and Impact

    Affordable Housing Day at the Capitol provides a unique opportunity to share real stories and real data with state leaders. Participants meet with their State Senator and Representative to help them better understand how affordable housing supports families, strengthens communities, and fuels economic growth.

    OCAH’s goal is to advocate for continued legislative support that expands and preserves affordable housing opportunities statewide. By bringing together advocates and policymakers in one place, this event helps ensure housing remains a priority during the legislative session.

    Official State Recognition

    This year’s event is especially meaningful. The State of Oklahoma has officially proclaimed March 31st as Affordable Housing Day, recognizing the impact of housing across our communities and the importance of continued investment in housing solutions.

    This proclamation highlights the critical role affordable housing plays in supporting Oklahoma’s workforce, seniors, families, and rural communities.

    Join OHFA online for a virtual roundtable discussion, February 18 at 2 p.m. The first portion of the meeting will be spent going over the latest HOME application. The remainder of the meeting will be spent as an open Q&A session. Attendees are welcome to submit questions and topics when registering.

    Due to the reach of the HOME program and to give all program stakeholders an opportunity to participate and ask questions, we believe it is best to hold this first roundtable virtually. Following this roundtable, OHFA will hold three more roundtables throughout 2026 to solicit stakeholder feedback and discuss any programmatic changes. Based on the feedback received, we will determine the format of the following roundtables in partnership with program stakeholders.

    About the HOME Investment Partnerships Program

    Through the HOME program, OHFA provides grants to non-profit organizations, Public Housing Authorities, Community Housing Development Organizations, local or tribal governments, and private developers to assist low-income households with housing needs.

    To view final drafts of the HSP Homebuilder and Increased Housing program applications, visit the OHFA website.

    These applications will be considered at the January 21 meeting of the Board of Trustees.

    The update states: The applicant, and the principals thereof will be limited to submitting and being awarded no more than three (3) applications for funding under each of the Oklahoma Increased Housing Program and the Oklahoma Homebuilder Program, and no more than 4 across both the Oklahoma Homebuilder Program and the Oklahoma Increased Housing Program.

    The City of Oklahoma City invites residents to attend one of two workshops to provide input on how the City spends U.S. Department of Housing and Urban Development (HUD) program funds.

    HUD funding is used for things like affordable housing, economic and workforce development, neighborhood revitalization and support services for people experiencing homelessness.

    The public meetings are planned for the following dates and locations:

    • Jan. 28 at 6 p.m.: Capitol Hill Library, 327 SW 27th St.
    • Jan. 29 at 1 p.m.: Ralph Ellison Library, 2000 NE 23rd St.

    All feedback gathered will be used to shape the City's 2026-2027 Action Plan, which details how the City will spend HUD funding.

    "The Action Plan is the City's housing and community development strategy," Ben Davis, Principal Planner for the City's Housing and Community Development Division, said. "It provides staff with a blueprint for selecting projects based on needs and goals identified by our residents and informed by community data. These meetings provide a vital opportunity for residents to provide input to help guide decision-making. We encourage everyone interested in these topics to attend."

    People can email their input to HCD@okc.gov if they can't attend the meetings.

    About the Action Plan
    The City's Annual Action Plan is a summary of the actions, projects and activities planned for the coming year to address the community's identified housing and community development needs and goals. This Action Plan outlines how the City will spend funding from four major HUD grant programs: Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG) and Housing Opportunities for Persons With AIDS (HOPWA).

    The goals identified in the Action Plan are developed as part of a planning process that occurs every five years, and results in the Consolidated Plan. The Consolidated Plan was updated in 2025.

    HUD funds can be used for a variety of activities, but generally must provide a direct benefit for low- and moderate-income populations in OKC. These funds are often matched with private or local funding to maximize their impact.

    The draft Action Plan will be published on okc.gov for public comment in early April.

    The second session of the 119th Congress began this week with a busy agenda for the year ahead. In November, Congress passed a stopgap funding measure that provided long-term funding for a few government agencies, including the Department of Agriculture and its Rural Housing Service, through the end of federal fiscal year 2026 (FY26) on September 30, and temporary funding through January 30 for the rest of the federal government. If Congress is unable to reach an agreement to fund the remaining government agencies - including Treasury and HUD - there will be a partial government shutdown that will close affected agencies until lawmakers approve funding.

     

    As we head into calendar year 2026, the potential for more tax legislative action remains unknown. House Speaker Mike Johnson (R-LA-04) has repeatedly signaled interest in pursuing additional reconciliation bills this Congress, which could be used to facilitate additional tax policy changes. Senate Majority Leader John Thune (R-SD) has indicated openness to considering additional reconciliation packages, but has not committed to a path forward. More recently, however, House Ways and Means Committee Chairman Jason Smith (R-MO-08) publicly questioned the need for another reconciliation bill, underscoring divisions within Congress on timing and strategy. Separately, some tax-writers continue exploring interest in a bipartisan tax package. The ACTION Campaign continues to work closely with the bill leads of the Affordable Housing Credit Improvement Act (AHCIA) and their staff to identify openings to advance Housing Credit priorities across any viable legislative vehicle.
